Can you succeed in helping or encouraging a shy and quiet person to talk to you comfortably?

Yes, but you need to respect their want to not be open and talkative. Accepting them as they are and respecting them as they are.

Over time, you can build trust and respect with this person and they might open up to you more. It isn’t something you can force (it will likely do the opposite). If you let them just be shy and quiet, without pushing them in any way, not making them feel bad or guilty, then yes, you can succeed in time.

Remember – there is peace in quietness and contemplation. Not having to fill the quiet spaces is something to consider on your part.
